On a humid central city afternoon, a St. John ambulance was seen ambling past a woman lying injured on the side of the road. The ambulance didn’t stop. For about 1 hour, she lay injured on the street with her feet partially hanging over the gutter, until ambulance staff arrived on the scene and staff tended to her.
