Council Releases Interactive Map That Shows The Proposed Impact of Housing Intensification in Your Area
In the wake of the Councillors’ decision to notify controversial Plan Change 14 (PC14), so allowing for high-density housing, the Council has released an interactive map of its plans. See the link.
According to the proposed map, high-density housing will impact Hornby, Riccarton, Church Corner, Papanui, Parklands, the city centre, and areas on and around Prestons Road and Marshlands Road. Some areas do not yet have a designation. While other large swathes of the city have been deemed medium density.
By simply typing in an address, viewers can tell whether their property falls within an orange-coloured High-Density area (HRZ), a yellow-coloured, Medium-Density area (MRZ) or under some other designation. In HRZ areas, 4 stories are allowed without a resource consent, but with a resource consent up to 10 stories is permitted.
The impact of PC14 is by no means a fait accompli. Christchurch residents still have the opportunity to make submissions on the proposed plan between now and 3 May. Later this year, an independent hearings panel will hear submissions and then in early 2024 councillors will vote for or against the plan.
PC14 will impact Papanui heavily (see below), touching several blocks of land on both sides of Papanui Road, as well as suburban areas north of the city centre.

HRZ will also affects Riccarton between Hagley Park and Church Corner as shown by the following two maps. Ten stories will be possible in and around Westfield mall, stretching as far south as Blenheim Road, and north into Fendalton and near Christchurch Boy’s High School.
Riccarton - Westfield Mall is coloured magenta.
Church Corner - Bush Inn is coloured pink.
Hornby too will be impacted with high density allowed north of Denton Park, and in the vicinity of The Hub.
